Rigasa is a graduate of Microbiology from Ahmadu Bello University Zaria. He obtained his Masters and Doctorate degrees in Environment and Waste Management. He started his career as an Assistant Lecturer at Kaduna Polytechnic where he rose to the rank of Chief Lecturer in 2012. Thereafter he joined the newly established Kaduna State University where he received a scholarship and research in Environmental Microbiology. He joined the NOSDRA team in 2013 as an Assistant Director, heading the Kaduna Zonal Office of the Agency. While in Kaduna, he was appointed the General Manager of the Kaduna State Environmental Protection Authority, KEPA from 2015 to 2018 where he managed Environmental Assets and compliance. He returned to the Agency in 2018, where he served as a Deputy Director and the desk officer for the Hydrocarbon Remediation Project, HYPREP and Bodo Remediation Projects, BRP, in the Department of Oil Fields Assessment, OFA. Rigasa became a Director and Head of the Oil Fields Assessment Department in 2022 where he oversees Oil Spill Response. He is tasked with enforcing regulatory standards in containment, cleanups, and remediation of hydrocarbon-impacted areas. His vision is moving the Agency to greater professionalism, efficiency, and compliance.
