Office of the DG - NOSDRA

Legal Services Unit

  • This department is responsible for identifying legal problems and as well as proffering solutions to avoid legal pitfalls, ascertaining the status of companies carrying out transactions with the Agency to avoid dealing with a non-juristic person
  • It is also in charge of defending and instituting cases on behalf of the Agency at various courts in Nigeria and are also responsible for drafting several Agreements and MOUs between the Agency and its consultants

ICT/GIS Unit

  • The National oil spill Detection and Response Agency (NOSDRA) Information Communication Technology/Geographic Information Systems(ICT/GIS) Unit provides a context for the use of ICT/GIS to support and enhance the objectives of NOSDRA as outlined in the National Oil spill Detection and Respond Agency (Establishment) Act, 2006. The Unit allows for the deployment of modern ICT/GIS tools in the realization of the agency’s functions, responsibilities and aspirations as articulated by NOSDRA management.
  • Advanced regulatory agencies like the NOSDRA are dependent on the seamless functioning of ICT/GIS in all facets of their operations.
  • The Unit is guided by its Vision. Mission and objectives as stated:-
    *VISION:
    To ensure that National Oil Spill Detection and Response Agency (NOSDRA) proactively and efficiently utilizes Information and Communication Technology (ICT) to deliver on its mandate as a regulator and foremost contributor to the sustainable and safe development of the Nigerian Oil and Gas Industry.
    *MISSION:
    To be a world class knowledge institution, that deploys well developed human capital complimented by first – rate information and Communication Technology (ICT) to proactively protect people and the environment from and mitigate as needed Oil and Gas related Incidents in a sustainable manner.
    *Objectives:
    To restore and preserve the environment through the use of Information Technology and geographical information systems strategies.
  • Legal framework/ regulations: As provided by the act establishing the Agency.
  • Global Mandate(s): To create, nurture and sustain a zero tolerance for oil spill incidence in the Nigerian environment.

Procurement Unit

  • The activities in this unit includes procurement planning for the Agency as driven by need assessment, process, procurement activities that are beyond the approval limit of the DG/CEO and present same to the Agency’s Tender Board or Ministerial Tender Board (MTB) as the case may be for approval, implementation of capital component of the Agency’s annual budget as approved by the Federal Government
  • It is also in charge of preparing memorandum to PPC for approval and preparing the minute of meetins of the Procurement Planning Committee

Special Duties Unit

  • The Special Duties Unit is one of the Units in the Office of the Director-General/Chief Executive of the National Oil Spill and Response Agency (NOSDRA). The Office is headed by a Director.
  • The mandates of Special Duties Unit as provided for in the Circular of March, 2014 of the Head of Service of the Federation are as follows:
  • Environmental Regulation of Midstream and Downstream Operations;
  • Assist the Director-General/Chief Executive to provide line supervision and general management to all personnel staff attached to the DG/CE’s Office;
  • Execute assigned projects for the Director-General/Chief Executive;
  • Assist the Director-General/Chief Executive, as required, to formulate and articulate his leadership agenda for the Agency;
  • Co-ordinate the Director-General/Chief Executive Executive’s response to emergencies;
  • Constituency Projects;
  • Liaison with National Assembly.

Internal Audit Unit

  • The unit is responsible for checking of cash/vote books and other accounting records, monthly audit of safe contents register, submission of I/A Reports to DG/CE, Accountant General and Auditor General of the Federation, check bank reconciliation statements, endorse monthly transcripts, review of internal control system in place for Procurement
  • It performs pre auditing of salary payrolls against staff personal records, checking of allowances paid to NYSC/ Industrial attachees, quarterly audit of stores, checking of stores Ledgers and physical Stocks

Public Affairs Unit

  • The mission of the Public Affairs Unit (PAU) is to coordinate the relations of news media and serve as the center for information about all organizational units of the Agency
  • Ensure that the public is informed about the Agency’s activities
  • Serve reporters assigned to the Agency by responding to queries, issuing news releases and statements, arranging interviews, and conducting news conferences
  • Advise the Director General and other Department officials on all aspects of media relations and communications issues
  • Ensure that information provided to the news media by the Agency is current, complete, and accurate
  • Prepare and issue all news releases for headquarter, and edit and approve some of those issued by zonal offices
